PM reverses Kashmir AG’s transfer orders

MUZAFFARABAD, July 1: Prime Minister Raja Pervez Ashraf has reportedly taken stock of the allegedly controversial transfer order of Azad Jammu and Kashmir’s Accountant General by the Auditor General of Pakistan (AGP) office and directed for its reversal, it has been learnt.

The prime minister’s direction came after the issue was brought in his notice by AJK President Sardar Muhammad Yaqoob Khan who had already strongly resisted premature transfer of the AG, making it clear to all concerned that it would not be acted upon because the consent of the borrowing government (AJK) was not sought for it, AJK president spokesman Basharat Mehboob told Dawn here on Saturday.

He said not only the (AJK) president but the entire official machinery in AJK believed that the step was uncalled for and that the AG had been rendering his duties in the best interest of Azad Kashmir.

It may be recalled that on Thursday evening the federal ministry of Kashmir and Gilgit Baltistan division had finally endorsed AGP’s controversial order regarding the transfer of AG Tahir Mahmud with retrospective effect (June 20).

Mr Mahmud, who was posted against this position only in January this year, had taken serious action against the alleged violations of codal formalities and pre-audit checks in the AJK Council, inflicting losses in millions to the national exchequer.

He had also transferred Accounts Officer (AO) Haq Nawaz Abbasi from the AJK Council secretariat, after almost five years, for his alleged deliberate failure to submit monthly accounts with complete vouchers and other supporting documents. Besides, the AG had also filed two references against Mr Abbasi, with documentary evidence, in the AJK Ehtesab Bureau, under the same charges.

The June 20 order had replaced Mr Mahmud by Mr Noora Khan, whose first step on “assuming office” on the following day was reversal of Mr Abbasi’s transfer.

However, that order could not be acted upon as Mr Khan’s own transfer lacked mandatory endorsement by the ministry of Kashmir and Gilgit Baltistan affairs.
