Bureaucracy Ignoring NA Assembly: Speaker Tells Dawn

GILGIT: The proposed reforms package, prepared by the bureaucrats behind closed doors, would not be in favour of the people of Gilgit-Baltistan, said Speaker Northern Areas Legislative Assembly (NALA). Talking to Dawn, Malik Mohammad Miskeen said that due to monopoly of the Ministry of Kashmir Affairs and Northern Areas (Kana), problems being faced by the people in the region were increasing day by day.

“Political reforms package will further strengthen the grip of the ministry instead of addressing the genuine issues,” he said. The proposed package should be presented in the NALA, he suggested.”Both the elected leadership and public will reject political reforms package prepared by section officers of the ministry.”

The Speaker said that presenting budget in the Assembly and approval of the house was a must but keeping in view the practice there was slightest possibility of getting it approved by the Assembly. He blamed the bureaucracy for ignoring the Assembly and demanded that the budget should be presented in the NALA for debate. He informed that Rs25 million uplift funds for each member were promised by the Kana Division but it was not fulfilled.

Malik Miskeen said empowerment of the elected representatives was necessary to stop corruption and when the Assembly through its selected committees undertook action against corrupt elements the then federal minister curtailed the power of the committees.

Speaker Miskeen said local court enjoyed legal power. ‘But there is need to make them more effective’.
