The approval of the norms of political life within the Communist Party of China (CPC) under the new situation shows a commitment to strengthen Party management from the root by enhancing the penal and supervision mechanism, experts said.

The sixth plenary session of the 18th CPC Central Committee, which took place from October 24 to 27, on Thursday approved the norms of political life within the Party under the new situation to standardize Party political life and strengthen Party governance, the Xinhua News Agency reported.

“The norms explain the problems and challenges within the Party, as well as the importance and aims of strengthening and regulating political life within the Party,” Qi Yu, deputy head of the CPC Central Committee Organization Department, was quoted by Xinhua as saying at a Friday news conference.

Qi said the first document to regulate political life within the Party was made in 1980 at the third plenary session of the 11th CPC Central Committee to set things right after the Cultural Revolution (1966-76) and safeguard the smooth process of the reform and opening-up.

Shandong University political science professor Zhang Xi’en told the Global Times on Tuesday that the document was part of the political reform in China at that time, hoping to separate Party functions from those of the government.

“The reform led to great changes in the leadership style. It strengthened supervision within the Party, and instead of managing the country by ideology, it stressed to rule of law and regulations,” Zhang said.

Zhang said that the Party’s current supervision system, which has not included reciprocal supervision on the same level, should be enhanced from the root to strengthen Party discipline.

CPC Chongqing Municipal Committee Party School professor Su Wei told the Global Times that many new problems have emerged within the Party, including corruption, sectarianism and a lack of discipline during the past 30 years of reform and opening-up.

“The Party has intensified measures to deal with these problems since 2012, including the launch of the anti-corruption campaigns and rectifying Party members’ work habits. Some accomplishments have been achieved,” Su said.

The norms are aimed to muster the experience and consolidate the achievements to strengthen Party discipline, said Su.

Su also noted that the penal norms and regulations should be thoroughly implemented together, since the latter serves to deter Party members from violating the disciplines and contributes to strengthening Party management.

In May 2015, the CPC issued a new regulation on the performance of officials, warning that ineptitude could lead to a demotion or dismissal, according to Xinhua. The regulation took effect on January 1.http://www.globaltimes.cn/content/1015285.shtml
