Noose tightens: Serial offenders face radical restrictions : report in The Express Tribune, March 1st, 2016

ISLAMABAD:  The authorities have cleared the introduction of drastic restrictions against suspected terrorists, members of proscribed organisations and human traffickers.

On Monday, the interior ministry said it was ready to cancel the travel documents, computerised national identity cards and driving licences of suspects placed under the fourth schedule. They will not even be allowed to open a bank account or buy a mobile SIM either.

The fourth schedule is a section of the Anti-Terrorism Act of 1997, under which someone suspected of terrorism is kept under observation. It is mandatory for the suspect to register his attendance with the local police regularly.

“All efforts will continue towards safeguarding the rights of citizens,” said Interior Minister Chaudhry Nisar at a high-level meeting on Monday. “We will not falter in fulfilling our commitment towards ensuring security of the motherland and to check the elements bringing a bad name to the country in one way or the other.”

The minister said the law and order has markedly improved owing to tireless efforts of law enforcement authorities. But there is a need to build on these gains and to double the efforts for further improving the security situation, he added.

The meeting discussed a host of issues, including various measures taken against the members of proscribed organisations, human traffickers and proclaimed offenders, the progress made so far by Federal Investigation Agency (FIA) in corruption cases and the efforts to purge the FIA of corrupt practices.

Senior police officials briefed the minister about the measures taken for the security of schools and media houses in the Islamabad Capital Territory. The minister also reviewed the arrangements to meet any emergency situations and to effectively counter criminals.

Nisar directed the police chief to carry out performance audits at police stations to identify officers putting in extra efforts and to acknowledge them for their hard.
