Kabul, Washington Blame Each Other for Doha Deal Violations

Three years have passed since the signing of the Doha agreement between the US and the Islamic Emirate, and neither Kabul nor Washington is pleased with the way the agreement has been implemented.

Kabul said that the parts of this agreement that refer to the Islamic Emirate have been fully implemented, but Washington has not been bound by its obligations in this regard.

“Their troops did not leave at the appointed time. Following that, they blocked the money of the Afghan people, the sanctions are still in place, they did not end the blacklists. The release of the Islamic Emirate prisoners faced challenges and they were released as a result of the operation of the Islamic Emirate,” said Bilal Karimi, deputy spokesman of the Islamic Emirate.

The United States accused the Islamic Emirate of violating the Doha Agreement.

Important components of this agreement include the complete withdrawal of foreign forces from Afghanistan, the release of all prisoners on both sides, the lifting of sanctions against members of the Islamic Emirate, and the prohibition of America and its allies from interfering in Afghan internal affairs.

In the second part of this agreement, it is stated that the territory of Afghanistan will not be used against America and its allies.

The UN Security Council’s approval of the agreement and American relations with Afghanistan were discussed in the third part of this agreement.

Some political experts said that the Islamic Emirate has not yet implemented some sections of the Doha Agreement.

According to them, there is still no mechanism to prevent the use of Afghan territory against other countries, and inter-Afghan talks have not started either.

“Most of the Doha Agreement’s terms were never implemented, the violence did not lessen, the ceasefire did not occur, the inter-Afghan negotiations did not continue, and most crucially, the participatory and peace-based government was not formed,” said Sayed Jawad Sajadi, a political analyst.

“If we look at the Doha Agreement, we will find that as much as the Americans claim that the Islamic Emirate has violated the pact, Americans themselves have mostly violated the agreement,” said Salim Kakar, another political analyst.

A prominent member of the Islamic Emirate, Anas Haqqani, tweeted that the Doha Agreement will not only remain in the history of Afghanistan and “aggressor” countries, but will also be a historic experience for other nations.

On the third anniversary of the signing of the Doha Agreement, Haqqani said: “NATO experienced its first failure and the US admitted to losing its patience for war” with the agreement.

According to Haqqani, the signing of the Doha Agreement paved the way for the end of a “difficult conflict,” and it is necessary to implement all the articles of the agreement.
