The Special Representative of Russia for Afghanistan has once again emphasized the formation of an inclusive government in Afghanistan and stated that Moscow is concerned about the political structure in the country.
Zamir Kabulov, in an interview with Anadolu Agency, said that Moscow has no complaints about the foreign policy of the Taliban. However, it disagrees with this group on its domestic policies.
He emphasized that the Taliban administration must meet the global community’s demands for the recognition of a comprehensive government respect for human rights and women’s rights to be officially recognized.
The Russian envoy stressed that recognizing the government of the Taliban regime will only become a real possibility when they pay attention to the international community’s call for a comprehensive political structure.
Kabulov said, “As the President and Foreign Minister have repeatedly said, we still have differences of opinion on domestic policy. We are more concerned about the overall political structure rather than ethnic exclusivity that the Taliban insist on.”
However, Russia’s Special envoy for Afghanistan clarified that emphasizing an inclusive political structure does not mean insisting on including the fugitive leaders in the leadership of Afghanistan. “The principle of inclusivity is important for Afghanistan to become a normal, traditional state,” he added.
He emphasized that major non-Pashtun ethnic groups in Afghanistan should have the right to vote and participate in the country’s administration.
This Russian diplomat stated that he expects changes in Afghanistan’s political structure, especially establishing a comprehensive government and resolving human rights issues, to occur in less than a quarter of a century.
Kabulov has warned that if the situation remains the same, nothing will be left of Afghanistan during this period.
However, Kabulov has stated that Russia and several regional countries do not consider developing relations with Afghanistan contingent upon recognizing the current Taliban administration.
It is worth noting that no country has officially recognised this government after two years of the Taliban administration’s resurgence in Afghanistan.
