Afghanistan’s Peace Requires Full Ethnic Representation in the Government: Russia

During the Moscow Format meeting, the Special Representative of Russia for Afghanistan, quoting his country’s Foreign Minister, stated that without the involvement of ethnic groups in the government, peace in Afghanistan is not possible.

In another part of his remarks, Mr. Kabulov noted that the Taliban has been ineffective in countering terrorist groups, notably ISIS.

Mr. Kabulov expressed concern about the Taliban’s performance against ISIS in the region.

Russia’s representative in Afghan affairs emphasized that the Taliban has also failed to find a solution to Afghanistan’s “severe economic problems.”

Mr. Kabulov also mentioned that Moscow is striving to create the conditions for dialogue and peace in Afghanistan, highlighting the need for a comprehensive government, as quoted by Sergey Lavrov, Russia’s Foreign Minister.

Kabulov emphasized that regional countries are responsible for finding a fundamental solution for Afghanistan’s future.

The Moscow Format meeting began on Friday in Kazan, Russia.

The Moscow Format comprises ten countries: Russia, China, Pakistan, Iran, India, Afghanistan’s neighbouring Central Asian countries, Kazakhstan, and Kyrgyzstan, even though the latter two do not share a border with Afghanistan.

The Russian representative stated that observers from Saudi Arabia, the United Arab Emirates, Qatar, and Turkey attended the Moscow Format meeting.

Amir Khan Muttaqi, the Taliban’s Foreign Minister, has visited Russia to attend the Moscow Format meeting.
