A document received by TOLOnews highlighted the agenda and objectives of the UN meeting on Afghanistan to be held in Doha.
The document said: “The circumstances facing Afghanistan have become more troubling and complex. Multiple, overlapping political, humanitarian and development challenges, combined with decision-making by the Taliban authorities undercutting basic human rights, particularly for women and girls, have put the country on a precarious trajectory. Proposals relating to reconciliation and inclusivity have been rejected by the Taliban, while curtailment of civic space continues. Concerns remain high over the threat posed by terrorist groups, as well as the impact of insecurity, immigration, and illicit trade. Without prospects for broader engagement and economic investment, it is feared, the economic situation will worsen, with the attendant implications for increasing poverty and extremism. The elements for an approach embraced by all regional and international actors are required.”
The document also pointed out the objectives of the meeting:
Reinvigorate international engagement around common objectives for a durable way forward.
Identify parameters for creative, flexible, principled and constructive engagement
The meeting will be held for two-days to facilitate discussions, and “attendees are invited to participate in person.”
The document said that to facilitate free communication, there would be no “outcome communique.”
The meeting is to be chaired UN Secretary General Antonio Guterres and the countries invited to participate are China, France, Germany, India, Indonesia, Iran, Japan, Kazakhstan,
Kyrgyzstan, Norway, Pakistan, Qatar, Russia, Saudi Arabia, Tajikistan, Türkiye, Turkmenistan,
the United Arab Emirates, the United Kingdom, the United States, and Uzbekistan.
The European Union (EU), Organization of Islamic Cooperation (OIC),
Shanghai Cooperation Organization (SCO) have also been invited to the meeting, the document indicates.

For May 1:
“Session 1: International concerns regarding Taliban policies”
For May 2:
“Session 2: Incentives for the Taliban to shift behavior in the immediate, near, and medium terms”
“Session 3:
Possible Frameworks for International Engagement and the Way Forward
Modalities and Next Steps.”
